Cares COVID-19 Rental Assistance Application

Program is first come first served while funds are available

The service will provide rental assistance up to $500 for Mashpee Wampanoag tribal members that are outside of its service area. Applicants must be a member of the Mashpee Wampanoag Tribe residing outside the Massachusetts counties of Barnstable, Bristol, Plymouth, Norfolk, and Suffolk.

This application shall be maintained as a confidential record of the Mashpee Wampanoag Housing Department and will not be disclosed without the written consent of the applicant, except to the extent that disclosure is required pursuant to the CARES Act.

Required to provide the following:

  1. Social Cards for all household members
  2. ID for primary tribal applicant
  3. Lease agreement
  4. Proof of income for all household members 18 and over
  5. W-9 for Landlord

Emergency rental Assistance Policies

1. Eligibility:

  • One or more individuals within the household has qualified for unemployment benefits or experienced a reduction in household income, incurred significant costs, or experienced other financial hardship due, directly or indirectly, to the COVID-19 outbreak.

  • One or more individuals within the household can demonstrate a risk of experiencing homelessness or housing instability

  • The household has a household income at or below 80% of area median income.

  • Applicants must be a member of the Mashpee Wampanoag Tribe residing outside the Massachusetts counties of Barnstable, Bristol, Plymouth, Norfolk, and Suffolk.

2. Maximum Monthly Rental Payment:

  • Maximum monthly payment to landlord is a 1 time payment of $500.00

3. Eligibility Requirements:

Applicants must be a member of the Mashpee Wampanoag Tribe residing outside the Massachusetts counties of Barnstable, Bristol, Plymouth, Norfolk, and Suffolk.

a.     Address of the rental unit

b.     W-9 from the landlord

c.     Amount of monthly rent covered by ERA assistance

d.     Amount of outstanding rental arrears for each household

e.      Household income and number of individuals in the household

f.     Gender, race, and ethnicity of the primary applicant for assistance and must be a member of a federally recognized tribe

g.     Must be a member of the Mashpee Wampanoag Tribe.

It is the responsibility of the applicant that all information is complete and correct.

4.  Proof of Rent or Arrears:

A current lease, signed by the applicant and the landlord that identifies the unit where the applicant resides and establishes the rental payment amount.

A letter from the landlord or court documentation if in arrears. Proof of the amount owed to the landlord required. Commitments for prospective rent payments cannot be made unless it has also provided assistance to reduce the rental arrears. An agreement can be made to provide less than full coverage of arrears with assurance that an eviction will not take place during 6 months of the agreement as long as full rental payments are made going forward.

5. Other Allowable Expenses:

Other expenses related to housing include relocation expenses (including prospective relocation expenses), such as rental security deposits, and rental fees, which may include application or screening fees.  It can also include reasonable accrued late fees (if not included in rental). All payments for housing-related expenses must be supported by documentary evidence such as a bill, invoice, or evidence of payment to the provider of the service.

6.  Federally Subsidized Residents:

An eligible household that occupies a federally subsidized residential or mixed-use property or receives federal rental assistance may receive assistance from ERA, provided ERA funds are not applied to costs that have been or will be reimbursed under any other federal assistance. 

If an eligible household participates in a HUD-assisted rental program or lives in certain federally assisted properties (e.g., a Housing Choice Voucher, Public Housing, LIHTC or Project-Based Rental Assistance) and the tenant rent is adjusted according to changes in income, the renter household may receive ERA assistance for the tenant-owed portion of rent or utilities that is not subsidized. 

7. Assistance to Tribally Owned Housing:

The Tribe may provide assistance to households for which the Tribe is the landlord, provided that the Tribe complies with the all provisions of the statute establishing ERA as applicable, the award terms, and applicable ERA guidance issued by Treasury and that no preferences beyond those outlined in the Consolidated Appropriations Act, 2021, are given to households that reside in the Tribally owned properties. 

8. ERA Assistance to Homeowners:

ERA assistance may be provided only to eligible households, which is defined by statute to include only households that are obligated to pay rent on a residential dwelling.
